Major Activities

The Establishment Division plays a crucial role in the administration of various financial rules and regulations including service conditions of all Central Govt. employees. The Division deals with matters like determination of salary structure and grades, wage policy determination, revision of pay scales, creation of supernumerary posts, basic principles of fixation of pay. House Rent Allowance Travelling Daily Allowance, Dearness Allowance and various other Compensatory allowances in respect of Central Government employees including policy relating to pension structure and dearness relief to pensioners. The Division is also responsible for processing all cases relating to creation of posts at different levels and their continuation. The Division is required to be consulted in all matters where any new facility to Govern. Employees by way of service conditions and fringe benefits involving significant recurring financial implications is to be given. The Division is actively associated with the National Council of the JCM in all such matters which have major financial implications and repercussions. The Division is responsible for fixation of terms and conditions of members appointed in different Committees/Commissions such as retired judges of the Supreme Court and the High Courts. The Division is the nodal point in the Government of India for interpretation, relaxation or amendment of financial rules viz. Delegation of Financial Powers Rules, General Financial Rules, Staff Car Rules etc.

This Division is also looking after upgradation/revision of scales of pay of employees of Central Government as also the autonomous bodies. The attempt of the Division is to maintain comparable relativities amongst various grades of Government Employees with reference to their functions, duties and responsibilities, while deciding upon revision of pay scales, etc.

The Division is closely associated with the principles governing productivity linked bonus and ad-hoc bonus for the Central Government employees. Every year, the upper limit of bonus is decided in consultation with the Ministries/Departments concerned. Orders were issued on 16.9.1998 for grant of ad-hoc bonus for 30 days of the accounting year 1997-98 to the Central Government employees in Group `C’ and `D’ and all non-gazetted employees in Group `B’.

The Division also serves as Secretariat of the Screening Committee of Secretaries which processes proposals for deputation abroad of officers of the level of Additional Secretary and above.

Establishment Division also services the committee on Non-Plan Expenditure which scrutinises the proposals of different Ministries/Departments pertaining to various projects/scheme involving expenditure of Rs. 5 crores and above on Non-Plan side.

The Division also formulates and monitors policies-instructions and measures in the sphere of management and control of administrative expenditure of the Government. Detailed guidelines were issued on 20.8.98 on expenditure management, fiscal prudence and austerity. In the area of reduction of staff strength as part of the exercise to effect 10% cut therein, around 157 lakhs posts have been reduced so far.

A large number of left over recommendations of the Vth Central Pay Commission as well as problems arising out of the implementation of the recommendations of this Commission were addressed during the year. Again, there are a large number of Autonomous/Statutory Bodies under various Ministries/Departments of the Central Govt. The scales of pay and other service conditions in respect of employees of a large number of these autonomous organisations were considered, revised and successfully implemented.
