 Bilateral Development Cooperation with Japan

Japan has been extending bilateral loan and grant assistance to India since 1958. Japanese bilateral loan assistance to India
 is received through JBIC (Japan Bank for International Cooperation), formerly known as Overseas Economic Cooperation Fund 
(OECF). Grant Aid and Technical Cooperation are received through JICA (Japan International Cooperation Agency).  Japan is 
the largest bilateral donor to India.  Since 2003-04, India has become the largest recipient of Japanese ODA loan.  

 1(a)  Official Development Assistance (ODA) Loan

Japan is the largest bilateral development partner for India. As on 11th March 2008, 53 projects are under implementation with Japanese loan assistance. The loan amount committed for these projects is Yen 822.615 billion (i.e. about Rs. 30436.75 Crores at current exchange rate). Cumulative Japanese ODA loan to India has reached Yen 2662.56 billion (Rs. 101497 Crore approx at the current exchange rate) on commitment basis till 10.3.2008. 

           Present Terms and Conditions of ODA loan

The Japanese Official Development Assistance (ODA) loans to India are “untied loans”.  ODA loan is mostly project tied. The new interest rates applicable from October 2007 are; 1.2% per annum (existing rate is 1.3%) for general projects with a 30 years tenure including a grace period of 10 years. For environmental projects, the interest rate is 0.55% per annum (existing rate is 0.75%) with a 40 years tenure including grace period of 10 years. Infrastructure Sector like Power, Road & Bridges, Water Supply and Sanitation, Urban Transport and Environment & Forests are priority Sectors of Japanese loan. From October 2007 onwards, Government of Japan have introduced a commitment charge of 0.1% on the undisbursed loan from the date of effectuation of the loan agreement.       

          Priority Sectors for ODA loan

Infrastructure sector like Power, Road & Bridges, Water Supply and Sanitation, Urban Transport and Environment & Forest Sector are the priority sector of Japanese ODA loan.

          Procedure for consideration of proposals

The proposals of the State governments have to be routed through the Central Ministries. These are prioritized through inter-ministerial meetings and posed to Government of Japan. JBIC fields Fact Finding Mission followed by an Appraisal Mission. Projects for the year are short-listed in the Annual Consultations between Governments of India and Japan. After appraisal, Government of Japan makes commitments of yen loan for the projects.

1(b)     Grant Assistance from Japan  

Government of Japan provides grant for specific projects, Debt Relief Grant, Cultural Grant, Grants in Aid for Fisheries and Non Project Aid. Japan International Cooperation Agency (JICA) is responsible for implementation of grant aid programme as well as technical cooperation from Japan. The priority sectors covered are:  

  • Public Health and Medical Care

  • Agriculture and Rural Development

  • Environmental Conservation and Protection

 

Types of Grants provided by the Government of Japan

General Grant  

The Government of Japan provides grant aid to individual projects in the range of Japanese Yen 500 to 2500 million to India for construction of facilities and procurement of products and services necessary for development projects.

Statement of Commitments and Disbursements under Japanese Grant for the last few years   


Debt Relief Grant
 

This grant is provided in pursuance to UNCTAD resolution with the objective of mitigating problem of debt accumulation faced by developing countries. For India, the grant is based on amount of loan concluded before 31.03.1978 and difference between original rate of interest (3.5%) and new soft interest rate (3%).This is not tied to any project and can be utilized for import of equipment, spares and raw materials as per agreed terms between the two Governments. This grant scheme has been discontinued by Government of Japan from the fiscal 2003-04.

Cultural Grant Aid, Cultural Grant Aid (Facility Project) and Cultural Heritage Grant  

Cultural Grant Aid is for supporting the preservation of indigenous traditional culture and introducing Japanese culture to promote cultural exchange between Japan and India. Projects for supply of Japanese language learning systems, of sound-and-light equipment to theaters where Japanese artists have performed, presentation and audio-visual equipment to museums that have held Japan-related exhibitions or are planning to do so and Japanese TV programmes to braoadcasting services can be entertained under this scheme. The level of assistance is JY 30-40 million.  

The Cultural Grant Aid (Facility Project) has been introduced from the year 2006. This scheme is for promotion of culture, higher education and cultural exchange between Japan and India. Eligible projects include construction of renovation of facilities for promoting culture and higher education, preferably in schools where Japanese language will be taught or museums with exhibits related to Japan or institutions having some relationship with Japan. The maximum grant for a single project will be JY 300 million.

Under Cultural Heritage Grant scheme, supply of equipment and facilities for the restoration and preservation of cultural heritage is intended. Projects for supply of equipment for repair and preservation of secular cultural heritage sites (preferably, UNESCO World Cultural Heritage sites), construction of museums and sheds for cultural assets and relics, improvement of surrounding of the cultural heritage sites etc are eligible.  The level of assistance is JY 150 million which can be relaxed up to a maximum of JY 300 million.

Grant Aid for Fisheries

This provides fishing facilities that lend themselves to the promotion of the fishing industry.

There are no On-going projects under Grant Aid, Cultural Grant and Grant Aid for Fisheries.


Non-Project Aid

In emergent situations like earth quake etc., Government of Japan offers to provide this type of grant for procurement of equipment and materials that help in mitigating economic difficulties.

Grant Aid for Grassroots Projects

Govt. of Japan also provides small assistance to Indian NGOs under its   Grassroots Funding Programme.  This is coordinated by Japanese Embassy and Dept. of Economic Affairs gives no- objection subject to FCRA registration of the NGO with MHA, political no-objection of MEA and technical clearance from the Central sectoral Ministry as well as the concerned State Government where the NGO is located and CAPART.    Twenty one proposals have been cleared by Department of Economic Affairs in this financial year till.29.2.2008.  

Procedure for consideration of Grant proposals

On the basis of invitation of proposals by Embassy of Japan in June-July every year, proposals are invited from the Ministries/State Governments through line Ministries. The suitable proposals, after due examinations, are posed to  Embassy  of Japan within the deadline given by them.  Government of Japan invites grant proposals two years in advance. Once a decision is taken, a basic design study is done and the grant programme gets implemented in one financial year after a formal Exchange of Notes between the two Governments.  

The response of Government of Japan is awaited on twenty three proposals posed under grant aid programme.


1(c)     
Technical Cooperation with Japan  

Under the Technical Cooperation Programe, operated by the Japan International Cooperation Agency (JICA), Project Type Technical Cooperation by JICA is available where experts are sent by JICA for technical guidance, provide training in Japan to Indian counterparts and provide equipment necessary for implementation of the project. JICA also conducts Development Study to examine the feasibility of a project proposal and cover the formulation of master plan for regional and sectoral development. JICA also provides individual experts and equipment as required by Indian organizations.

Priority areas for JICA in India are (i) public health and medical care, (ii) agriculture and rural development, (iii) environmental conservation and protection, and (iv) improvement of economic infrastructure.


The Record of Discussions and Minutes of Meeting were signed on 26.8.2007 for   the project “Visionary Leaders for Manufacturing Programme (VLMP)”.
 

Japan Overseas Cooperation Volunteers (JOCV) Programme  

Exchange of Note was signed between Department of Economic Affairs and Embassy of Japan on 12.8.2005 to resume the JOCV Programme in India nationals in the fields of Japanese language and judo instructions only. The programme is open to all areas/regions of India except the North Eastern States including Sikkim, State of Jammu & Kashmir and areas declared as restricted/protected by Ministry of Home Affairs.

The   proposals   from five institutes were  posed  to  Embassy of  Japan for the year
2007-08.  Ten Japanese volunteers were appointed under the programme.

1(d)    Green Aid Plan (GAP)
 

Government of Japan, through their Ministry of Economic Trade and Industry (METI), provides technical   assistance under Green  Aid  Plan. Japan   External  Trade Organisation (JETRO) coordinates implementation of GAP programmes. The principal  policy   of this plan is to support the self-effort of   a  developing  country  to  cope with the issues in the area of energy and environment. The areas of cooperation are prevention of air pollution, prevention of water pollution, treatment of wastes and recycling and energy conservation  and  alternative energy source. 

Following ratification of Kyoto Protocol by India in 2002, India is open to implementation of projects under Clean Development Mechanism (CDM). The equipment for CDM projects will be supplied by the Japanese side and the related expenditure is also borne by the Japanese side, while the recipient organization has to bear the local cost including customs duty. In return, the credits for carbon emission savings should go entirely to Japanese side.

A signing ceremony was held on 16.6.2006 for Model Project for Increasing the efficient use of energy using a Coke Dry Quenching System (CDQ) to be implemented at TSL, Jamshedpur with assistance from NEDO, Japan as the first ever CDM activity under Japanese Green Aid Plan.  

1(e)      JICA Partnership Programme

 This is to support the sustainable development of official organisations and community organisations through the use of Japanese Non Profit Organisations (NPOs) in the areas of social development activities, environment development activities, intellectual support. Each project will be implemented for a maximum of three years with approximately JY 24 million from the Japanese NPOs. Clearances from Ministry of  External Affairs, Ministry of Home Affairs, administrative Ministry, CAPART and concerned State Government Department are sought before giving No-Objection from Department of Economic Affairs.

Under the partnership programme with a Japanese NGO/Institution/Local Government, JICA supports dispatch of Japanese personnel, equipment provision and financial support under FCRA. The procedure is that JICA receives a request from a Japanese NGO/Institution/Local Government for support to their project in India and sends the project outline and particulars of Japanese nationals to Department of Economic Affairs. Department of Economic Affairs gives No-Objection to JICA after necessary clearances.

JICA also supports training of Indian personnel in Japan under this programme. The procedure is if there is no tie up between Japanese and Indian organizations, JICA sends a  general information of a training course to Department of Economic Affairs which selects and nominates a candidate for the training. If there is already a certain tie  up between Japanese and Indian organization and the Indian personnel is not a Government employee, JICA sends the general information to the candidate directly and at the same time, JICA informs Department of Economic Affairs of the details of the training course and participant.

Ongoing projects under JICA Partnership Programme

1(f)      Training funded by Government of Japan

Government of Japan, through JICA, fund training of Indian Government  personnel at its training  centers in Japan and in other institute in pre-identified areas. Department of Economic Affairs calls for nominations  from the concerned organisations/Central Ministries/State  Governments and forward them to JICA after careful scrutiny. Project related training programme are handled by Japan Division while general courses are handled by Project Monitoring Unit (PMU) and Training division of Department of Economic Affairs. These courses are notified to the concerned ministries in Government of India and also posted in the Ministry of Finance website.

2.         Bilateral Development Cooperation with Australia  

Australian  Development   Assistance  to  India  started in the year 1951.  This is channeled through the Australian Agency for International Development (AusAID). Bilateral development cooperation with Australia has been discontinued in pursuance to Government of India’s new guidelines on  bilateral development cooperation in the year 2003.

Australian assistance to Indian NGOs

 AusAID provided small grant assistance for grassroots projects to be implemented by Indian NGOs in social sector under their South Asia Community Assistance Scheme (SACAS). No proposal was received from Australian High Commission / AusAID under this scheme during this financial year.  

Collaborative research through ACIAR

ACIAR (Australian Centre for International Agricultural Research) is an Australian governmental agency engaged in the field of agricultural research with the aim of achieving more productive and sustainable agricultural systems through collaborative research partnerships. These collaborative research projects focus on animal health, livestock products processing, crop breeding and farm-scale land/water resource management.

Though autonomous bodies which are largely / fully funded by Government like ICAR, CSIR, NDDB etc would not be permitted to avail of bilateral development assistance under the new guidelines for future development cooperation, there can be technical cooperation undertaken by such organizations if the contribution of the bilateral partner are of technical nature and the component for provision of equipment / hardware on these are insignificant compared to the total project cost.

CSIR, ICAR & NDDB have MOUs with ACIAR and they have been allowed to continue their collaborative research, subject to clearance of Department of Economic Affairs before signing new project agreements. 

One proposal namely a project
 on Zero-Tillage rice establishment and crop-weed dynamics in  rice and wheat cropping systems in India and Australia  is being implemented by Australian Centre for International Agricultural Research (ACIAR) in collaboration with CCS Haryana Agricultural University (HAU), Punjab, Punjab Agricultural University (PAU) and University of Adelaide (UA). This was cleared on 27th September, 2006 by Department of Economic Affairs.
