Major
Functions
Sectoral
responsibilities of infrastructure, including Railways,
Telecommunications, Roads, Ports, Shipping, Civil
Aaviation, Power, Coal, Non-Conventional Energy
Resources and Inland Water Transport (IWT) are handled
here. All policy matters relating to production and
supply of currency notes and coins in India, apart
from administration of GOI Mints and Security Presses,
fall within the domain of C&C Division. All matters
relating to Asian Development Bank and ADB financed
Projects are handled in ADB Section. Infrastructure Division comprises of the following

Functions
POL
Desk has the sectoral charge of Ministry of Petroleum
and Natural Gas and Department of Petro Chemicals. The
major functions of POL Desk are to approve the annual
imports of crude and petroleum products being finalised
by MOPNG in the annual Oil Economy Budget, to examine
that the exploration blocks are offered to private
Indian/Foreign Companies and NOCs under New Exploration
Licensing Policy in accordance with the guidelines, to
examine the structure of tariffs and duties in the
petroleum sector etc..

These
are being administered by the concerned
administrative Ministry i.e. MOPNG and if any major
changes are required the same a sent for comments.
Major
Policy changes introduced during last two years
The
Government have announced several radical changes in the
policy toward Oil and Gas sector in recent times. These
include a phased plan for dismantling of the
Administered Pricing Mechanism, New Exploration
Licensing Policy for offering exploration blocks to
private Indian/foreign companies and an attractive
policy of open competitive bidding for Coal Bed Methane.
Under NELP 27 blocks have already been awarded to
prospective bidders. The Government realise that the
country should become a major hydrocarbon power of the
world in the near future. For this purpose, the Prime
Minister has announced formation of a Special Group of
Ministers under the Chairmanship of Finance Minister on
India Hydrocarbon Vision 2025. The group would, inter
alia, evolve an integrated petroleum policy and work out
a specific framework for India Hydrocarbon Vision 2025;
it would identify various measures for promoting
investments and induction of new technology in
exploration and production of Oil and Gas in India with
a view to achieve self-reliance; it would also formulate
a perspective plan for development of alternative
hydrocarbon fuels like Natural Gas, Coal Bed Methane and
Di-methyl Ethane and would work on restructuring the oil
industry including disinvestment role of the Government.
