The
IES Division is entrusted with the responsibility of Cadre
administration and management of the Indian Economic Service (IES).
The main functions include dealing with matters relating to
recruitment, appointment, transfer, posting, resignation of
IES Officers, maintenance of their annual confidential rolls,
holding meetings of the Departmental Promotion Committee for
promotion to various grades in the Service, arranging for
training of officers including Officer-Trainees, sponsoring
IES officers for deputation to ex-cadre/central staffing
posts, etc.
Constitution
of the Service
The
Indian Economic Service (IES) was constituted in 1961 with the
objective of having an organised Group ‘A’ Service
consisting of a specialized cadre of officers, trained in
economic analysis, policy formulation and its implementation.
The role of the IES can be broadly categorized in terms
economic advice, economic administration, implementation of
development programmes, besides dealing with other areas such
as economic reforms, regulation, price fixation, and
monitoring and evaluation. The IES officers provide the
requisite inputs in this regard, in all sectors of economic
activity.
Cadre
Controlling Authority
The
Department of Economic Affairs is the Cadre Controlling
Authority of the IES. The Cadre Authority is advised by the
Indian Economic Service Board, which is headed by the Cabinet
Secretary.

Strength
The
sanctioned strength of the IES Cadre is 501 officers,
consisting of 461 duty posts and 40 leave reserves. The duty
posts are spread over 35 Ministries/Departments of Government
of India.

Cadre Review and Restructuring
In
the rapidly globalizing environment, decision-making is
increasingly being guided by economic rationality. In view of
the on-going reform programme being pursued by the Government
of India, the role of IES officers has become all the more
significant. Apart from the purely economic sectors, IES
Officers are now making crucial contribution towards policy
making in social sectors also. To adapt to the emerging
requirements, steps are taken for review and restructuring of
the IES from time to time. The IES is expected to play a still
greater role in the reforms process currently underway in the
Indian economy.
